切尼4日携美国政府提供的十亿美元的救助物资抵达格鲁吉亚。在与格总统萨卡什维利举行会谈后，切尼表示，俄罗斯在上个月对格鲁吉亚采取的行动使“俄罗斯在国际社会可信度遭受严重的质疑”，并称俄罗斯意图“重新划分格鲁吉亚版图”。
法新社称，切尼是继格俄冲突爆发后，到访格鲁吉亚的美国最高级别的政府官员。他表示：“俄罗斯的行动让人们对俄方的意图产生了严重质疑，同时也对俄罗斯作为‘国际伙伴’的可靠性产生怀疑。这不仅仅是针对格鲁吉亚而言的，实际上(这种怀疑)贯穿于整个国际体系的。”
切尼还拿萨卡什维利2003年上台时的情形暗示说：“在你的国家通过‘玫瑰革命’获得自由后，美国来援助这个勇敢而年轻的民主政体。”“当你努力回击‘试图武力改变你的国家版图’这一遭到‘所有民主世界指责’的行动时，我们将再一次援助你。”
报道中说，切尼随后前往美国在格鲁吉亚援助项目，并向格鲁吉亚捐助10亿美元的物资。
